The premise behind Configurable is everything is done for the developer, so all they need to worry about is what they want to configure, but they can also overwrite most settings if they like.
The mod part of configurable is needed to load and register the various configs generated by the developer part. Users should only install this as a dependency of another mod as it has no functionality by itself
