Potion Tipped

I have no plans to port this to Forge. please don't ask
Creates variants for tools based on potion tipped arrows.
If handle tipped, the potion effect is applied to the user. If head tipped, the potion effect is applied to the attacked.
Vanilla tools work fine, modded tools are a different story. I'm working on it.
To craft, place the tool you want to potion tip in the middle of the crafting grid, and the potion effects you want above and/or below the tool.
