It should, yes.

When will it be ported a newer version?

Eventually. If I'm dead, you also have my permission to port it yourself.

Does this cause any mod conflicts?

If a mod adds functionality to nether portal blocks on random tick, then it will not work. However, I do not know of any mods that do that. If you notice incompatibility, report it to me and I'll try and add specialized compat with it.
