Adds a Rain Shield block that stops rain from displaying in a configurable radius around it. By default this radius is 80 blocks.

The Rain Shield can be disabled by applying a redstone signal to it.

The Rain Shield block is inspired by a block with the same name from Random Things which is licensed MIT.
