What does Create: Empty Packages add?

Create: Empty Package is a server-side addon for Create that allows Packagers to produce a package with empty contents. An empty package is created when the Packager faces air, a non-container block, or a container with no items. Generated packages retain the configured address and use the normal Packager animation.
