What does Not Coldown add?

This datapack allows the world or server admin to control the player attack cooldown system. When enabled, players experience modern combat with a delay between attacks, as in current Minecraft versions. When disabled, combat works like Minecraft 1.8.9, with no cooldown, allowing rapid chained attacks.
