Version 1.0

17 September 2026

Completed the commitments on ownership, distribution, optional service callouts, ranking, leaving, privacy and access for other tools.
Added a public contact route and a process for reviewing restrictions and charter concerns.
Set at least 30 days’ notice for material changes, with a narrow exception for urgent legal or security action.
Added permanent revision pages, complete previous text and dated change summaries. Earlier revisions are kept, including the original draft.
