What does Faster Minecarts 69 add?

Long live minecarts!!!

Also added a new type of rail to increase acceleration when powered, or decelerate when unpowered. Currently only works with the Minecart Improvements experiment enabled.

Minecarts will also derail on corners and slopes at high speeds without the Minecart Improvements, so do that.
