What does Sedna add?

This is a library mod for computer mods. It provides a pure Java implementation of a RISC-V Virtual Machine and a bootable image.

This is a separate library mod due to its size. It is expected to change quite infrequently, as opposed to mods using this library, so this saves everyone quite a bit of bandwidth and disk space.
