What does Create + QualityOfProgression Compatibility patch add?

Create + Quality of Progression Compatibility

A small compatibility patch for Create 0.5.1.f and Quality of Progression 1.3 on Forge 47.2.21 Minecraft version 1.20.1.

The issue is caused by Create blocks and objects being tagged as both:

minecraft:mineable/axe
minecraft:mineable/pickaxe

Quality of Progression checks those tags separately. Axe-tagged blocks require an axe, while pickaxe-tagged blocks require a pickaxe.

Because Create blocks/objects are in both tags, neither tool works correctly. An axe fails the pickaxe check, while a pickaxe fails the axe check.

This patch fixes that conflict specifically for Create blocks/objects.

It allows the blocks/objects to be mined normally if the held tool can perform either:

AXE_DIG
PICKAXE_DIG

The patch does not remove Quality of Progression's normal tool restrictions from other blocks. I have not checked for compatibility with other versions of any combinations.
